One point is enough, and this must be the reason why you still not have that TT 1 star milestone, otherwise you would be in the lead. 
I have 10 milestones/distinciones more than you, so your milestones are much more important.

I just have a few goals this season 8 ; one of them is a result what gives me a nice milestone. Difficult to achieve, but hopefully possible.
But for now it is a secret season goal, I will post it when it is successfull ( or when it is a failure ).
A not secret season goal is the Australian championship. Normally not important, I won it enough times, but after previous season beaten by your team, it for sure is time again to show everyone what team is really the best Down Under.

I forgot to mention this ; $Tourmalet has a good team, so maybe he could be a rival for the Australian championship also.
And yes, the word "also" because you never know with Aurora Australis due to the expected extreme many points in the WC time trial.

Paul Clickett, with only 3 TT victories now has this -- yet Richard Levin, with 2 WC TT wins, 10 other Div1 TT wins, & 3 NT wins, doesn't have it.

And I think these are team achievements, so it doesn't matter if the wins are with the same cyclist.

Today that is confirmed, because after the mountain TT victory (stage 4 Vuelta) of Benett ;

Benett es el primero y único con ese distincione. Es su novena victoria 1A (8x para mi equipo y 1x para Flyvende Hjul).
Mi equipo nunca ganó otra contrarreloj.

Benett is the first and only one with that milestone. It is his 9th 1A victory ( 8x for my team, and 1x for Flyvende_hjul ).
My team won never another time trial.

A while ago I already mentioned that Levin must have a bug because he still does not have the 1 star.
His teammate Clickett confirms that.
Other info ;
It could be that climb TT specialists (and hills-TT-specialists) need (a little) less victories to get this milestone than flat-TT-specialists.
But this is just speculation (based on very vague memory of CFF2), and not something I always thought/knew. So, I could be wrong.
But if this info ( / my vague memory about this) is correct ; it is just 1, 2 or 3 more victories needed for a flat TT specialist, not more.
So with 12 victories ( NT victories don't count in this milestone ) Levin should even have the 2 star milestone already.
