I've had a few like that, who I've sold.  I'm pulling TT as well.  Here's a few of my best so far.

Stamina 21 Sprint 10
Climbing 65 Flat 58
Cobblestone 53 Technique 74
Downhill 4 Hills 14
Aggressiveness 22 Time Trial 69
Teamwork 48

Stamina 59 Sprint 20
Climbing 9 Flat 68
Cobblestone 29 Technique 72
Downhill 4 Hills 22
Aggressiveness 35 Time Trial 62
Teamwork 55

Stamina 66 Sprint 4
Climbing 5 Flat 68
Cobblestone 55 Technique 59
Downhill 27 Hills 22
Aggressiveness 24 Time Trial 68
Teamwork 13

My strategy will enable me to pull & train TTers next season as well, which should give me possibly 15 top tier TTers.

True, I stopped at the end of the Giro. Not worth it because of the huge training gap towards other 19yo's.
I had no luck this season, but one Australian recruit is awesome in this race below, he could win it when it will be a NT race :

Future NT race winner = Cliff Fagan   :)

Yep, he is  :))

By the way, I see you emigrated from Australia to England, and David Glass is British, not Australian.  :(
Your punishment for that wrong emigration-move will be that C.Fagan will beat your rider bigtime in the NT race.  :P  :))

That is why I added the word "bigtime" :P,
without fox-tactics C.Fagan will probably win too but with fox tactics it will be a solo victory finishing minutes ahead of David Glass.  ;D

Without kidding ; if the talent rating of David Glass is good, he can  become a better cyclist as C.Fagan.
And I saw in the beta version that you did a great job as Australian NT manager.  8)
