possible bug in stage 4 Catalunya HFFFH season 11 ?

About stage 4 Catalunya HFFFH ;
It seems to me weird the peleton is so big in hills section 1, that is way more than the half of all cyclists.
And even 13 unhealthy cyclists could follow.
In such a stage the front group should be much smaller in hills section 1, and often in flat s2 the front group is bigger compared to s1.

This is how the stage went ( the number of cyclists in the front per section ) --> 140 - 117 - 128 - 108 - 3

It seems to me a FFFFH stage instead of a HFFFH stage.

Does anyone else agree with my suspicion ?
If so, I will post this in the bug topic.

Not sure about this one, in first division the head group was really large, but in mine it was only 50 riders, and that doesn't really fit a FFFFH

In Div 2c, my best placed rider (Kevin Winn - 99 Flat, 70 Hills), loost 45 seconds in S1 doing Watcher, but was able to get back again in S2-3-4, doing watcher-watcher-watcher. Lost another 32 seconds, going watcher in S5.

There was a regroup in sections 2 and 3, which indicates different terrain, in my opinion.

So I would say S1 was not flat...

Also a proper breakup for non-mountain relies on at least one team setting aggressive tactics.  I'd suggest that with three flat sections afterwards, no team did.
