I can't see the top 5 of every discipline in my division on the news page. Is this normal or is this a bug?

Rare, I see all divisions.

Click 3b and accept and tell me if it works.

Is only for supporters ( in old cff that not free supporter has this feature).
Now it is for all supporters.
