C'est normal, il n'y a actuellement aucune équipe inactive dans le jeu !!

Yes, until teams are without play one month or they are banned, no inactive teams to get free cyclists. I will wait until cyclists are enough good, you can get them when you want, waiting 1 day or 5 years.
