Last stage (BinckBank Tour stage 3) was Cff-record 31.570 km/h. You can see this in this seasons calander.

But if I search for the time of my rider I found he went 32.9 km/h: Sergei Wild - 3K

See here a few explanations - speed versus Total Value; not very clear, but the record is not only about speed, apparently...

This is only a calculation without bonus (form, health, bike, staff) and tactics . Best avg speed better cyclist for the stage, but the record is the ciclist with more value with tactics and bonuses.
If I find a calculation in avg speed with all bonuses I will update it, until now I didn't find it.
