Title: USA Position/Ranking Page

The USA list is not sorted properly.  I am in 1a (finally after 35 seasons) and it has me in 5th behind 2 div 2 teams.

Seems like the rankings are showing the ending position of the last season until the first race

Correct kirin.  It'll also show all of the promoted/demoted cyclists as being in position 30 until the first race.
