It is not "at the same time", but you have 5 different cyclists participating in (different) international races

The "at the same time" refers to having them in your team at one single moment - not that they will take part in the same NT Race ;)

The exact wording I have here is "This manager had 5 Elite International cyclists in his team at the same time", which is the correct wording (not sure if the wording has been fixed or it was always this).

sorry, didnt mention my language setting is dutch.
In dutch it says:
"Heeft minimaal vijf renners op hetzelfde moment zien deelnemen aan een internationale race."
google translate 2 english is
"Has seen at least five riders participate in an international race at the same time."
The "at the same time" part was indeed the confusing one for me. I would think a better translation would be
"Currently 5 internationals are in your team"
"In this season 5 of your riders were international"

Well, Google translate is far from perfect (as languages have different word orders, word meanings don't 100% translate, stresses mean different things, etc & etc).
You speak Dutch I presume?
What does "This manager had 5 Elite International cyclists in his team at the same time" translate to in Dutch, and how close is it to the current Dutch version in game?
PS: The English version (as quoted by myself) has the current wording.

This is a good translation. And should be the Dutch text with that milestone.
But that is not the case as MoleM already explained :
In dutch it says:

google translate 2 english is
"Has seen at least five riders participate in an international race at the same time."
Google translator is correct. What is not correct, that is the Dutch CFF text.
As you can see in the quoted English sentence, that is different from what it should be.
Because now it says at the same time in a race, instead of at the same time in his team.

I play this game in Dutch, and I use that when I advertise a cyclist on the forum. First change the language into English or Spanish, and then copy the cyclist and post it on the forum. Although advertising in Dutch is also good, because I assume that everyone can understand that because of the order of the stats. Even in the Hungarian language you can see how a cyclist looks like :
