National teams: individual classification

Now that we have 7 riders with exactly the same results who will win and what is it based upon?
With this new setup i can see this happening more often so it can be important.

I'm curious on this.  In several criteria possibilities I can see why my cyclist would be first, however there's no scenario which I've worked out to match all seven cyclist's pecking order (although I haven't calculated individual team NT points).
I'm actually surprised it hasn't happened until now.
