Rider form problem

I have a rider with 5 races made and his form is still 96. My masseur and doctor amount to 6 bonus, so the rider form from the races is 90, which it shouldn't, given the FAQ information:

* Cyclist's Form with no doctor or masseur
- Less than 5 stages will be raced with 90 form.
- 5 to 14 = 93 form

I actually have other riders with 5 races and they are at 99 (93 rider form + 6 staff bonus).

What is wrong with the mentioned rider? Stages raced when not on my team don't count for rider form?

Yes, stages raced is in all season in your team or in other team, it's the same.
