Being near the bottom of the table doesn't necessarily say they're inactive in NT races.
In this case, yes Estonia (& Russia & at least one other CFF NT team - Portugal) has missed a number of NT races this season, and Latvia doesn't select a full squad. America & Colombia have been active in all races despite being near the bottom.
Of course it might change season to season, however some will be more vulnerable to NT inactivity issues; America for instance has the manager makeup to be secure. It's a question of manager expectations in each NT group.
On Australia, we score well simply because of my great TT cyclists, without them we'd be mid-pack at best. We'd still be active though, and have the managers to remain so if an under 21-22 NT competition was established.
Simply calculate the points scored with the cyclist/teams per point ratio.
A CFF nation can have generally poor quality cyclists & still be active; or have good cyclists and be inactive; I'm sure Portugal has great cyclists for instance. On a national coach that's gone on "vacation" or simply pulls his own team, this is when a CFF nation with more active managers would step in.
