Three NTs would be too much. You could argue that most CFF nations would happily do two NT teams, which I'd argue should be u22 if that were to occur, but no way for three.
Of course, with over 450 teams under the Spain flag, over 200 for the French, just under 200 for Italy, compared to under 20 for Estonia, Latvia, Russia, Ukraine; under 30 for Australia, Denmark, Norway, Switzerland, I'd also argue it would also be beneficial if it were possible for those in the three biggest CFF nations to transfer to the smaller ones at the end of each season if they wished.
(btw: I reaffirm my opinion before Cff3 began that at least one Bulkan's NT should have been replaced, Poland & the Czech Republic would probably have been more viable).
